    Yes.

Now I need to fill this with more words so this post seems more relevant ...

Ummm ... Most anime do start as manga, and are already fairly well-established franchises in Japan. After the anime hits, that's when action figure sales pretty much double, and all the other merchandising picks up as well. Eventually, if it is big enough, it will probably get some kind of video game and a commercial international release.
Remember, in Japan, the number of people who read manga is absolutely huge. This makes it an excellent test market for a new series. At least, that's how I see it. Who can understand marketing people?

That said, I would like to point out that there are exceptions to that rule.

Escaflowne started out as an anime. Two manga versions of the story were written later; one shounen, one shoujo.

Angelique is a series of dating-sim games for girls that was later made into an anime. I am not sure if the manga was created before or after the games, however.

Juuni Kokki (aka The Twelve Kingdoms) is based on a series of novels, not on a manga series.

While there is a Sailor Moon manga and a Sailor Moon anime, they took different courses as far as story goes, so you basically have two different stories.

I don't believe there is a Puchi Puri Yuushi manga either; the anime has the same art style as the Princess Maker games (not surprising, given the character designer for both is the same), and the plot is similar in places.

Other series that don't seem to have an original manga (but that I am not sure on): Wolf's Rain, Shamanic Princess

So yeah. While most anime started with a manga, that is not always the case. There are plenty of manga that never become anime, and many that have been animated where the manga story continues beyond the anime.

yes i think most anime star's out as manga, because manga always be drawen before the anime.
^^then the anime stars out as manga first and then we see them in the anime.

I do have to agree that most animes start out as mangas first. I used to think that they all started as anime first, until my brother corrected me;)
