Anime What could it be???

    Konnichiwa!

    I just have to find something that I've been thinking about for years.
    It has been a mystery all this time since I experienced it.

    What I need to know is the name of an old Anime series.
    I would really appreciate if anyone could tell me what it is!

    So this is all I know;

    - it takes place in the future.
    - it is a mecha anime.
    - a guy on the good side is a police or something.
    - there was a boy talking with a girl on a bridge... And maybe roses...
    - in the end the main character battles a monstrous man with a glowing "cyber-whip".

    But, I don't remember Mr. Genom having a whip, and a boy with floweres.

    Maybe it's "Patlabor"?

    I don't remember too much about this anime (i didn't like it that much), but I kinda remembered them being cops.
